Am i taking the right approach with my dog?

my dog loves to bark and whine so right now, i've put him on a leash and tied it to a door as it he were at someone elses house or just generally tied up. this is when he usually goes hyper. so everytime he stops barking or whining, i would say QUIET and wait a few seconds, then appear from behind the door and give him a treat. is this the right way to approach his problem?

It sounds like you are working very hard to make your dog into a good citizen! He sounds like a handful..the best thing about dogs such as yours, is that they are very smart! Sounds like you are doing a great job!! That is actually how my parents trained their chessie. Anytime she got really obnoxious they would say 'timeout' and tie her to the doorknob and ignore her no matter how much she whined or barked for 10 min. She learned not to play rough from my parents doing that. Also she didn't come to fear her kennel because it was not used as a punishment device.

I would think to reward him more often when he is quiet. Dogs are social animals, so you need to make being quiet rewarding. He needs to know he's being good. Work on sit, stay and down. If also quiet, reward him and tell him he's a good dog.

I have 4 levels of "No", but barking my dog ignores me the most. But I don't tie her up. When you need to tie him up, talk to him softly like when you put him to bed. My dog sleeps all night, not a peep. I whisper at her when its time to go to sleep.

When you want the dog to be quiet, try whispering so the dog gets the idea of what you want. If he is quiet a moment, give the treat right away. Wait, then a "good dog" if still quiet. Wait, then a treat if still quiet.

Don't tie this dog to the door!
You need to get a dog crate or kennel. Make sure though that it is big enough for the dog. I hate when people buy a crate to small for a dog.
When your dog becomes bad, barks, becomes hyper then put the dog in the kennel for only a few moments. If and when the dog stops doing the behavior let the dog out then give it a treat and lots of praises.
A stern No is the thing to say. If that doesn't work then back to the kennel.

P.S. Dogs are just like children. Children need time out when they become to hyper or do something bad. Usually they will be sent to their room. The kennel could be your dog's room.
