This one is too easy.. You have too many intact girls together, and you have a bunch of breeds together that you shouldn't.. If you don't know how to deal with this, you shouldn't have shepherd, akita and rottie all together..
Why are you training an aggressive dog for police work?? They should be like the dog that does schutzhund.. good temperament.. Able to go from protection mode to playing with children... Don't train a dog to be a guard dog if it has a crappy temperament... Didn't the dog get evaluated properly before you started working her? No responsible trainer or club would train a dog with bite work if they are aggressive and haven't got the temperament.. And the off switch!
what do you mean she is being trained to be a police dog? who is doing that? why do have her is she is a police dog? i am confused- properly trained police dogs ARE NOT aggressive to strangers
I am not a professional dog trainer or a dog expert by any means, but, it sounds like you need to show her that you are dominate. She needs to know that you are the "pack leader" inorder for her to obey you. I would suggest talking to a professional trainer about it, or atleast see if you can find some helpful tips on the internet. Good luck!
Here are a few website that I found that might be helpful!... Again, good luck! : )

She doesn't sound like a good candidate for Police Work. I suggest you might find another trainer. This is all wrong and she should not be aggressive. MANY trainers out there are more dangerous for dogs then good. Have you checked their credentials? I would be very concerned.
